Die tatsächlich durchgeführte Abschiebung ist der grausame End- und Höhepunkt einer rassistischen Asylpolitik. Um die Abschiebung durchzusetzen, sperrt der österreichische Staat geflüchtete Menschen teils monate- oder jahrelang in Schubhaftknästen ein. Und wo eine Abschiebung gerade nicht absehbar ist und Schubhaft deshalb (noch) nicht verhängt werden kann, werden so viele Menschen wie möglich in sogenannten „Rückkehrzentren“ (wir nennen sie fortan Abschiebelager) untergebracht – unter anderem im Abschiebelager Bürglkopf.

Der offizielle Zweck dieser Einrichtungen besteht darin, geflüchteten Menschen die sogenannte „Rückkehrberatung“ anzubieten, ihnen also eine „freiwillige Ausreise“ nahezulegen. Die tatsächlichen Zwecke der Abschiebelager sind: Isolation, Zermürbung, Entrechtung, Durchsetzung von Abschiebungen. Isolation von sozialen Kontakten wie auch von Institutionen (zB. Rechtsberatung), die Vorenthaltung der finanziellen Grundversorgung, der Ausschluss von Lohnarbeitsmöglichkeiten und Sprachkursen, die möglichst weitgehende Verhinderung einer selbstbestimmten Lebensgestaltung: all diese Maßnahmen des österreichischen Staates sollen zu völliger Perspektivlosigkeit und psychischer Zermürbung führen, so dass Bewohner:innen des Abschiebelagers lieber in die Illegalität abtauchen, in ein anderes Land abhauen oder irgendwann vielleicht doch noch bereit sind, der sogenannten „freiwilligen Rückkehr“ zuzustimmen.

Im Abschiebelager Bürglkopf wird die Isolation auf den Höhepunkt getrieben: Das Lager befindet sich auf 1250m Seehöhe, knapp unterhalb des Berggipfels und fast 500m über dem nächsten Dorf Fieberbrunn. Das Abschiebelager und das Dorf sind nur durch eine 8km lange Forststraße verbunden. Vom Lager laufen sie knapp eine Stunde bis zum nächsten Haus und eineinhalb Stunden bis nach Fieberbrunn. Von 22 bis 6 Uhr ist es den dort zwangsuntergebrachten Menschen verboten, das Lager zu verlassen; es gibt zwar keine meterhohen Zäune, doch jedes Fernbleiben wird mit Geld- oder Haftstrafen sanktioniert. Tagsüber erweitert sich ihr erlaubter Bewegungsradius auf die Gemeinde Kitzbühel, welche sie ohne vorherige Genehmigung ebenfalls nicht verlassen dürfen. Viele Menschen am Bürglkopf berichten von Schlafproblemen, Depressionen, Selbstmordgedanken. Viele nehmen hier das erste Mal in ihrem Leben Psychopharmaka. Im Juni 2019 begaben sich 17 Bewohner:innen am Bürglkopf in den Hungerstreik, um gegen ihre dortige Zwangsunterbringung zu protestieren. Als wir sie besuchten und interviewten, bezeichneten die Bewohner:innen das Lager als open prison – als offenes Gefängnis.

Deshalb möchten wir euch am 11. Juli ab 15 Uhr nach Fieberbrunn einladen. Lasst uns solidarisch gegen die Zwangsunterbringung geflüchteter Menschen am Bürglkopf protestieren! Lasst uns bei Musik und Getränken gemeinsam Pläne schmieden und Kontakte knüpfen! Durchbrechen wir die Isolation, kämpfen wir gemeinsam!

The actual deportation is the cruel end and climax of a racist asylum policy. In order to enforce deportation, the Austrian state locks up refugees in detention centres, sometimes for months or years. And where deportation is not foreseeable and detention pending deportation cannot (yet) be imposed, as many people as possible are accommodated in so-called "return centres" (from now on we call them deportation camps) - among others in the Bürglkopf deportation camp.

The official purpose of these facilities is to offer refugees so-called "return counselling", i.e. to encourage them to leave the country "voluntarily". The actual purposes of the deportation camps are: Isolation, attrition, deprivation of rights, enforcement of deportations. Isolation from social contacts as well as from institutions (e.g. legal counselling), the withholding of basic financial support, the exclusion from wage employment opportunities and language courses, the greatest possible prevention of a self-determined way of life: all these measures of the Austrian state are intended to lead to a complete lack of perspective and psychological demoralisation, so that residents of the deportation camp prefer to disappear into illegality, run away to another country or perhaps at some point are willing to agree to so-called "voluntary return".

In the Bürglkopf deportation camp, isolation is taken to the extreme: The camp is located at 1250m above sea level, just below the mountain peak and almost 500m above the nearest village, Fieberbrunn. The deportation camp and the village are only connected by an 8km forest road. From the camp they walk just under an hour to the next house and one and a half hours to Fieberbrunn. From 10 p.m. to 6 a.m., the people forcibly housed there are forbidden to leave the camp; there are no metre-high fences, but any absence is sanctioned with fines or imprisonment. During the day, their permitted radius of movement extends to the municipality of Kitzbühel, which they are also not allowed to leave without prior permission. Many people at Bürglkopf report sleep problems, depression, suicidal thoughts. Many take psychotropic drugs here for the first time in their lives. In June 2019, 17 residents at Bürglkopf went on hunger strike to protest against their forced accommodation there. When we visited and interviewed them, the residents described the camp as an open prison.

Therefore, we would like to invite you to Fieberbrunn on 11 July from 3pm. Let’s protest in solidarity against the forced accommodation of refugees at Bürglkopf! Let’s make plans and establish contacts together with music and drinks! Let’s break through the isolation, let’s fight together!
